Suo Motu Disclosure

Zoram Medical College which is the first and the only medical college in Mizoram was established in the village of Falkawn which is at a distance of around 16 Kilometers from Aizawl. It is situated along the World Bank road from Aizawl to Lunglei and State Referral Hospital, Falkawn acts as an attached hospital to Zoram Medical College.

State Referral Hospital, Falkawn was established in the year 1999 with the permission obtained from Planning Commission, Govt of India. The total project cost for establishment of State Referral Hospital was Rs. 40.00 Crore and the local authority of Falkawn Village handed over a suitable plot of land to the State Government. State Referral Hospital was inaugurated with 50 beds on 21.07.2005 and the number of beds were increased to 150 with effect from December, 2012 and now there are 470 beds in the hospital.

For opening Medical College, permission should first be obtained from the ersthwhile Medical Council of India or National Medical Commission. Ministry of Health & Family Welfare, Government of India sanctioned Rs.189.00 crores under the Centrally Sponsored Scheme named “Establishment of Medical College attached with existing district/Referral Hospital” on the basis of 90:10 between Central and State Governments. Application for opening medical college was submitted to Medical Council of India on 29.08.2014 and after a certain rounds of inspection, permission to open medical college with 100 MBBS seats was granted on 25.05.2018 and medical college was inaugurated on 07.08.2018. Teaching class was started w.e.f.08.08.2018.

Allotment of MBBS seats is undertaken by Higher & Technical Education Department, Govt. of Mizoram from students clearing NEET-UG exams on the basis of quota mentioned below:

• 15% of the seats reserved as All India Quota

• 15% as NRI quota

• 70% as State quota.

• The utmost importance will be given to producing peerless medical graduates equipped with the knowledge and skills to be leaders in health care.

• It aspires to cater affordable and quality patient care to the people of Mizoram, the surrounding states, and the neighboring countries.

Mission:

• To provide comprehensive service in all the medical specialities and to serve as a referral health centre for preventive, diagnostic, curative and rehabilitative care.

• To provide undergraduates with the best theoretical teaching, clinical exposure and training.

• To conduct research in various medical fields giving special importance to the needs of the state.

• To assist the Government of Mizoram in carrying out all responsibilities in matters of health care as required at the national or state level.

1. As per Section 4 (1)(b)(ii) of the RTI Act, 2005.

Power and duties of Director, Zoram Medical College:

(i) The Director shall be the head for Academic, Scientific and Patient care activities of the Institute.

(ii) He shall exercise the Administrative and Financial powers as delegated by the Governing Council.

(iii) He shall allocate duties to officers and employees of the Institute.

(iv) He shall be responsible for monitoring the functioning of the faculty and other staffs of the Institute.

(v) He shall supervise the office of Medical Superintendent and the functioning of the hospital attached to the Institute.

(vi) He shall also exercise the powers as specified in the Schedule I attached to the bye-laws.

(vii) He shall perform such duties and execise such powers as delegated to him by the Governing Council.

(viii) He shall also have powers to delegate any of the powers conferred to him under the bye-laws to any of the officers of the Institute on the Administrative side subject to such limitations as may be imposed by the Governing Council.

Power and duties of Deputy Director (Administration), Zoram Medical College:

(i) To assist the Director in matters relating to General Establishment, recruitment/appointment.

(ii) Maintenance of service records of employees of the institute, roster for reservations in recruitment and promotions against vacancies of posts, maintenace of leave accounts, establishment register, retirement, etc.

(iii) To assist the Director directly in office management including indent, purchase of stationery, vehicle arrangement, accomodation, etc.

Power and duties of Registrar, Zoram Medical College:

The Registrar will be caretaker and shall look after the academic section. The registrar shall be the signatory for all academic certification and shall maintain all records and register related to academic work. He shall assist in the intake of students i.e. undergraduate, post graduate, etc. and shall perform such duties and exercise such powers as delegated to him by the Director.

All important decisions are taken with prior consent of the Director of Zoram Medical College. However, some issues which could not be disposed at the level of Director, Zoram Medical College are submitted to the Chairman, Executive Committee.

3. As per Section 4 (1)(b)(iv) of the RTI Act, 2005.

All decisions in Zoram Medical College are made through collective endeavours via step by step movement of files in the respective sections.

4. As per Section 4 (1)(b)(v) of the RTI Act, 2005.

All employees in the discharge of their functions adhere to all Bye-Laws, Rules, Regulations and instructions pertaining to Zoram Medical College enacted and notified by the Government of Mizoram and Government of India.

5. As per Section 4 (1)(b)(vi) of the RTI Act, 2005.

Following categories of documents are held by Zoram Medical College:

(i) Documents relating to service matters of officers and staff of Zoram Medical College.

(ii) Documents relating to academic matters of MBBS students.

(iii) Accounts matters of Zoram Medical College.

(iv) Matters related to development of State Referral Hospital, Falkawn and Zoram Medical College.

6. As per Section 4 (1)(b)(vii) of the RTI Act, 2005.

Grievance Redressal Committee is constituted under Zoram Medical College to consider all grievances submitted in writing by any member of the Faculty, Staff, Students and general public regarding employment, working conditions and any other alleged injustice done to the complainants by any employees of Zoram Medical College as well as the College itself.

Parents-Teachers Meet are also held for every batch of MBBS students to resolve any issues that may come in the way of academic activities of the students.

7. As per Section 4 (1)(b)(viii) of the RTI Act, 2005.
